Without a civil society, all rules of order begin to break down. At this point, there really is no society present. Rather, there is anarchy and an anarchistic society is not one where the populace can be reasonably cared for and protected. John Locke puts forth many assessments in this regard. However, Locke also understands that the current state of society will often play a role in terms of how we react to it. In Richard II, we have a monarchy of a society that fails to be civil in a number of ways. Because of this, action is taken by certain members of the populace. This does raise questions regarding whether or not the actions of these characters in the play support or undermine the theories of John Locke as they relate to the civil society. A closer examination of the play will reveal answers in this regard. In the play, we see certain callous and decidedly not well thought out actions on the part of Richard II. In the early stages of the play, the king interferes in a dual between Bolingbroke and Mowbray. The former is banished for 6 years as a result of his actions with the latter is banished forever. This creates great animosity among Mowbray and his followers while also setting the stage for the creation of a serious enemy. Such actions are further compounded when Richard appropriates all the land of John of Gaunt for himself when the character passes away. Are such actions those of a ruler that professes to oversee a civil society? A great many arguments can be made that such actions are hardly noble in their intent and action. At the core of Locke’s writing is that there really is no such thing as a divinity among the kings that rule a particular land. In other words, kings are not divine beings that can impose their will on the populace in any way they see fit. There are various John Locke, Government, and RICHARD II – Page 2 reasons why Locke promotes such a notion. Firstly, he recognizes that kings are human beings and, hence, fallible as all humans are. This can lead to kings being self-serving as opposed to serving their subjects and the rule of law. When both of these components are ignored, the civil society breaks down. Also, it becomes impossible for proper governance to exist unless deep and serious thought is put forth towards the nature and role of ruling. So, when a king puts forth the attitude that all things are good because of his divine will, society runs the risk of collapsing. Why is this so? Mainly, it is because no logic is being employed by the ruler. Rather, the king believes all things decreed correct because the king is infallible. This does little more than set the stage for the collapse of the king’s rule as well as the collapse of the civil society. We can see this in RICHARD II in several ways. Richard slowly seems to lose his grip on proper rule and becomes a self-serving entity. During the events of the play, we learn that Richard’s kingdom is involved in a long, bitter, and protracted war with Ireland. As such, the need for making proper and accurate decisions is a must. Poor decisions can undermine the effectiveness of the war effort which, in turn, can lead to a collapse of the kingdom. Early in the play, Richard is accused of not properly managing the war effort as evidenced by his personal appropriations of Gaunt’s wealth among other improprieties. This sets in motion the idea that he must be disposed as the ruler of the kingdom. John Locke, Government, and RICHARD II – Pg 3 While all rulers will be criticized at some point, the most stinging criticism would be that the leader does not hold the fabric of society together. Rather, he contributes to the collapse of society. An argument of these sorts can be made towards the rule of Richard II. Of great concern to Locke is the notion that the population has a right to private property and that any government or ruler that infringes on private property is little more than a tyranny. In the context of RICHARD II, there is a ruler that has no respect for private property as evidenced by his unlawful seizing of land and wealth. This poses the question when a king acts lawless, is there any law to the land? Locke also was an avowed believer in the notion that government must represent the will of the people. Those governments that do not provide for the populace in such a way will run the risk of being legitimately overthrown by the motivated members of the populace. We see such events played out in RICAHRD II in many different ways. Ultimately, all the actions of King Richard promote the notion that he does not serve his subject. Rather, he serves his own personal goals with little regard for the life and property of those he is entrusted to care for. One could say that RICHARD II truly does provide a clear interpretation of the problems with government detailed in John Locke’s SECOND TREATISE OF GOVERNMENT. As such, it would be safe to infer that Locke would hardly approve of the way Richard II rules. Considering the downfall of the king in the play, Richard II would have been better served had be been guided by Locke’s philosophical approach to government.

Sister Sailor-Mouth I'm at the Crystal Lake Diner with Tiffany; we're in the same booth as last time, eating our single-serving box of raisin bran, drinking hot tea. We did not say anything on the walk here; we did not say anything when we were waiting for our server to bring the milk, bowl, and box. I'm starting to understand that we have the type of friendship that does not require many words. As I watch her spoon the brown flakes and sugared raisins into her pink lips, I try to decide whether I want to tell her about what happened at the Eagles game. For two days now I have been thinking about that little kid crying, hiding behind his father's leg, and I feel so guilty about hitting the big Giants fan. I did not tell my mom, because the news would have upset her. My father has not talked to me since the Eagles lost to the Giants, and I don't see Dr. Cliff until Friday. Plus, I'm starting to think Tiffany is the only one who might understand, since she seems to have a similar problem and is always exploding, like on the beach when Veronica slipped and mentioned Tiffany's therapist in front of me. I look at Tiffany, who is sitting slouched, both elbows on the table. She's wearing a black shirt that makes her hair look even blacker. She has on too much makeup, as usual. She looks sad. She looks angry. She looks different from everyone else I know – she cannot put on that happy face others wear when they know they are being watched. She doesn't put on a face for me, which makes me trust her somehow. Suddenly Tiffany looks up, stares into my eyes. â€Å"You're not eating.† â€Å"I'm sorry,† I say, and look down at the gold sparkles in the table's plastic coating. â€Å"People will think I'm a hog if they see me eating while you watch.† So I dip my spoon into the bowl, drip milk onto the sparkly table, and shovel a small mound of milk-soaked raisin bran into my mouth. I chew. I swallow. Tiffany nods and then looks out the window again. â€Å"Something bad happened at the Eagles game,† I say, and then wish I hadn't. â€Å"I don't want to hear about football.† Tiffany sighs. â€Å"I hate football.† â€Å"This really isn't about football.† She continues to stare out the window. I look and confirm that there are only parked cars outside, nothing of interest. And then I am talking: â€Å"I hit a man so hard – lifting him up off the ground even – I thought I maybe killed him.† She looks at me. Tiffany squints and sort of smiles, like she might even laugh. â€Å"Well, did you?† â€Å"Did I what?† â€Å"Kill the man.† â€Å"No. No, I didn't. I'm still seeing the little guy hiding behind his father's leg; I'm seeing the little guy crying, sobbing, so obviously afraid. I also tell her about my dream – the one where Nikki comforts the Giants fan. When I finish the story, Tiffany says, â€Å"So?† â€Å"So?† â€Å"So I don't get why you're so upset?† For a second I think she might be kidding me, but Tiffany's face does not crack. â€Å"I'm upset because I know Nikki will be mad at me when I tell her what happened. I am upset because I disappointed myself, and apart time will surely be extended now because God will want to protect Nikki until I learn to control myself better, and like Jesus, Nikki is a pacifist, which is the reason she did not like me going to the rowdy Eagles games in the first place, and I don't want to be sent back to the bad place, and God, I miss Nikki so much, it hurts so bad and – â€Å" â€Å"Fuck Nikki,† Tiffany says, and then slips another spoonful of raisin bran into her mouth. I stare at her. She chews nonchalantly. She swallows. â€Å"Excuse me?† I say. â€Å"The Giants fan sounds like a total prick, as do your brother and your friend Scott. You didn't start the fight. You only defended yourself. And if Nikki can't deal with that, if Nikki won't support you when you are feeling down, then I say fuck her.† â€Å"Don't you ever talk about my wife like that,† I say, hearing the sharp anger in my voice. Tiffany rolls her eyes at me. â€Å"I won't allow any of my friends to talk about my wife like that.† â€Å"Your wife, huh?† Tiffany says. â€Å"Yes. My wife, Nikki.† â€Å"You mean your wife, Nikki, who abandoned you while you were recovering in a mental institution. Why isn't your wife, Nikki, sitting here with you right now, Pat? Think about it. Thornhill (2006) identifies three main reasons why public sector productivity is crucial. First, the public sector is a major employer of labour. Second, the public sector is a major provider of services particularly business and social services. Third, the public sector is a consumer of tax resources. To him, changes in the public sector productivity may have significant implications on the economy. Public sector productivity involves efficiency and outputs as well as effectiveness and outcome (Pritchard 2003, Tolentino 2004). In Kalliola’s formulation (2003), at least two points illustrate the issues that make the whole question of public sector productivity a highly contentious one in many countries. One is whether or not citizens are being provided with what they need. The other question is on how the services concerned (public servants) make better use of the resources at their disposal. While factors such as aging population and increasing healthcare and pension costs add to budgeting pressure, citizens are demanding that governments should be made accountable for what they achieve with the taxpayers’ money (Curristine et.al: 2007). The issue of productivity and performance enhancement in the public sector is nothing new, scholars and practitioners have worked for decades to identify what makes governance productive and effective. Over the years while there have been a variety of studies concerning government worker motivation and productivity, few, if any, studies have focused specifically on state workers’ perceptions about what factors affects their productivity . With more than five (5) million workers employed by state governments, any improvement in state workplace productivity could have significant financial and service impact for society. Workforce productivity remains a primary element for success in most organizations, including those in government. Knowing what factors influence productivity is a prerequisite to improving performance and at the same time contain expenditure growth (Haenisch 2012). The last civil service reform was the Obasanjo Civil Service Renewal Program, 1999-2001. Aspects of the crisis identified were inefficiency in the delivery of social services (Olaopa, 2008).
